Xishi Reservoir is the earliest reservoir built for providing people's livelihood water. Japan invited the British Engineer Burton to served as an Engineering Consultant of Sanitation and Hygiene Infrastructure for Governor-General of Taiwan. In 1896, when he came to Taiwan to promote the tap water business, he led a team to inspect Nuannuan area, and he chose the confluence of two rivers to build a river dam. In 1898, the construction of Keelung sewer infrastructure was started. In 1902, the water purification plant was completed and named Nuannuan Water Purification Plant that provides Port of Keelung with livelihood water for fast development. When the original design couldn't satisfy the demands, Xishi Reservoir was built accordingly and completed in 1926.
